The NCC: The Only Forum for Deni’s Dialogue with the Federal Government

The relationship between the Federal Government of Somalia and the Federal Member States is crucial for national unity and political stability. Puntland, as one of Somalia’s federal member states, holds a significant position in these dynamics. Recent developments indicate that Puntland’s leadership, particularly President Said Abdullahi Deni, needs to adopt a more constructive approach to engaging with the central government. This begins by actively participating in official platforms like the National Consultative Council (NCC).

In a recent speech, President Deni expressed his willingness to meet with the Federal Government to address pressing concerns. While this openness to dialogue is a positive development, it is essential that such a meeting takes place within the framework of the NCC. The NCC is designed to serve as a formal forum where all federal member states are represented equally, making it the appropriate platform for Puntland to raise its issues rather than seeking separate meetings with the Federal Government. Without attending the NCC, any request for a meeting by Deni should not be entertained, as bypassing this platform undermines the inclusive and federal nature of Somalia’s governance system.

Furthermore, any constitutional concerns President Deni or his administration raised should be addressed through proper legislative processes. Puntland has members of parliament (MPs) and senators who represent the region in the Federal Parliament. These representatives are constitutionally empowered to voice Puntland’s concerns at the national level, ensuring that any grievances are resolved within the legal framework. The NCC and Parliament are designed to handle such issues, and it is through these bodies that Puntland’s concerns should be addressed.
It is imperative that Puntland respects Somalia’s sovereignty and adheres to federal decisions, particularly on matters of international relations. The recent refusal by Puntland’s administration to comply with the Federal Government’s decision to close the Ethiopian consulate in Garowe is a direct violation of federal authority. Diplomatic matters, including the opening and closure of foreign consulates, fall under the jurisdiction of the Federal Government, as it is the internationally recognised sovereign entity. Puntland’s refusal to comply with this decision disregards national governance structures and demonstrates a lack of understanding of how federalism and international law operate. Such actions threaten to disrupt diplomatic relations and undermine the unity of the state.
Moreover, the Federal Government must ensure all federal member states are treated equally. Prioritising one region over another could lead to perceptions of bias or create unnecessary tensions. National dialogue must be inclusive, and the NCC serves as the best platform for ensuring fair representation and collaboration between the federal government and all member states. Treating all states equally, the government fosters national unity and ensures that federalism operates smoothly across the country.

In conclusion, Puntland’s engagement with the Federal Government should occur within the established channels, particularly the NCC. It is crucial that President Deni attends the NCC if he wishes to raise concerns and have meaningful discussions with the central government. The NCC platform guarantees equal representation and fair dialogue between all federal member states. By respecting this process, adhering to federal decisions, and using the appropriate platforms, Puntland can play a vital role in promoting unity and stability in Somalia. Similarly, the Federal Government must treat all member states fairly, ensuring that the federal system functions effectively to serve the needs of the entire nation.
