MOGADISHU, Somalia — Abdulkadir Mohamed Nur (Jaamac) was elected Speaker of Somalia’s House of the People. On Monday, August 10, he secured 142 votes against 30 for his opponent, Abdulkadir Omar Macallin (Daada).

Nur arrives at the Speaker’s office with experience across several important institutions of the Somali state.

Educated in International Relations at Ankara University, he began his government career in diplomacy at Somalia’s embassy in Türkiye. He later served as Deputy Director of the National Intelligence and Security Agency (NISA), senior adviser to the Speaker of Parliament, Minister of Justice, Minister of Defense and, most recently, Minister of Ports and Maritime Transport.

His record gives him something particularly valuable for the Speaker’s office: an understanding of diplomacy, security, government administration and Parliament.

But his new position will demand more than the energy and work ethic that characterized his ministerial career.

As Speaker, Nur will be expected to strengthen Parliament as an institution, improve legislative productivity and government oversight, protect meaningful political debate, and ensure that disagreements between the government and the opposition are addressed through constitutional institutions.

Following his election, Nur pledged to work for Somalia’s success and reach out to lawmakers who have stayed away from Parliament because of political disagreements.

That commitment could become an important early test of his leadership.

Somalia is entering a consequential period involving elections, constitutional questions, security, economic development and relations between the federal government and regional administrations. A functional and credible Parliament will be essential to navigating those challenges.

Abdulkadir Mohamed Nur’s experience has brought him to one of Somalia’s highest constitutional offices. What he does with that experience will determine the legacy of his speakership.
